London is the best city in the world followed by New York and Paris. Where do Delhi and Mumbai stand in World’s Best Cities 2025?
London has bagged the top ranking as the World’s Best Cities 2025 for the 10th year in a row while big Indian cities like Delhi and Mumbai failed to make a mark in the top 100 such places.
The annual rankings were released on Wednesday by Resonance Consultancy in partnership with Ipsos, which are an analysis of large urban areas in the world, leading in aspects that are most crucial to attracting workforce, visitors, and businesses.
The 2025 report is the first in terms of compiling perception-based data after the survey of over 22,000 people in 31 countries. The outcome of the survey point to a perception that people across the globe aspire to live, visit or work in the largest cities in the world.
Where Do Delhi And Mumbai Stand In Rankings?
“Mumbai and Delhi are just outside of the top 100; those cities in the Asia Pacific context are in the top but at a global scale don’t make the top 100,” Chris Fair, President & CEO of Resonance Consultancy, told news agency PTI.
Fair noted that Mumbai and Delhi have some strengths, however, they have “some particular weaknesses”.
“…they have some particular weaknesses from a livability perspective relative to these other cities and from a livability perspective as well. But in our Asia-Pacific report in February, they are in the top 20,” he said.
Criteria For World’s Best Cities Ranking
The World’s Best Cities ranking is based on three key criteria: “livability”, which assesses the quality of a city’s natural and built environments; “lovability”, which measures the quality of life through culture, dining, and nightlife; and “prosperity”, which evaluates a city’s human capital and the support it receives to flourish. The aim is to develop a comprehensive and holistic framework for measuring and benchmarking both the perception and performance of cities worldwide.
“London continues to set the bar for what a truly great city should be,” said Laura Citron, CEO of London & Partners, the UK capital’s growth agency.
“Our iconic attractions, world-class financial sector, and fast-growing tech industry are proof of our city’s strength. But it’s the diversity of our people and ideas that drives the innovation, opportunities, and progress that shape our future. No city embodies this quite like London,” she said.

US Has Most Cities In Top 100
The US leads the pack with 36 cities in the Top 100 best cities globally, Canada follows the neighbouring country with a distant second, having six cities in the Top 100. Cape Town and Rio de Janeiro are the new entrants in the 2025 ranking.
The World’s Best Cities rankings are determined by analysing public perception alongside various factors that show moderate to strong correlations with attracting the prime-age population (ages 25-44), visitor spending, and business formation.
